Allison Espeseth

Allison oversees programming, development, staffing, and impact of Covering Wisconsin.  Allison has worked with CWI since 2004 and is additionally involved designing and conducting evaluations.  She earned her Bachelor of Science degree in Sociology and Anthropology from Oberlin College and her Master’s of Science degree in Consumer Behavior and Family Economics from University of Wisconsin-Madison.

Adam VanSpankeren

Navigator Program Manager

Adam VanSpankeren joined the CWI team in June 2016, becoming the Southwest Regional Navigator Lead. He is responsible for coordinating Navigator and outreach efforts and for providing direct assistance to consumers. Before coming to CWI, Adam was the Partner Outreach Coordinator for the State of Wisconsin Department of Health Services for three years. Adam graduated from the University of Wisconsin-Madison in 2010 with a Bachelor’s Degree in Creative Writing.

Courtney Harris

Outreach & Partner Developement Manager

Courtney joined the Covering Wisconsin team in 2021. She supports Covering Wisconsin’s current outreach work and identifies and develops new opportunities to reach consumers throughout the state, with a special focus on serving communities most at-risk for lack of coverage and access to care. This includes building and strengthening relationships with partner organizations and community leaders, and identifying mutually beneficial opportunities for partnership. Courtney comes to Covering Wisconsin with a background in social work and experience in program management, stakeholder engagement, and health and public benefits policy. She holds a Master’s of Social Work from UW-Madison and a Bachelor’s of Science in Psychology from UT-Austin.  

Stephanie Severs

Health Insurance Literacy & Communications Manager

Stephanie Severs is a Health Insurance Literacy Communications Manager at Covering Wisconsin. Stephanie leads programs that create materials to help consumers better understand and use their health insurance. She writes plain language curriculum and materials that are accessible to consumers at all literacy levels, and provides trainings to organizations in how to use these materials and health insurance literacy strategies. Stephanie has extensive experience in teaching and curriculum development, including materials to be used with non-native English speakers. She has taught at state universities, and at a refugee resettlement organization. Stephanie holds a master’s degree in Spanish Linguistics and a bachelor’s degree in English.

Jennifer Bal

Health Literacy/Outreach Specialist

Jennifer Bal is a writer and editor for the health insurance literacy team. She creates plain language messaging for health including How-to sheets, social media, TV, radio, and more. Jennifer earned a Plain Language Certificate at UW and holds a Bachelor's degree in Anthropology from Northern Arizona University.

Colleen Harryman

Lead Navigator

After a decade of parenting children, cats, dogs, and the occasional amphibian, Colleen returned to the world of work at the Wisconsin Historical Society Press.  After four years surrounded by books, she began searching for a way in which to help others more directly. Colleen is thrilled to be a navigator with Covering Wisconsin. Colleen grew up in New York and received her bachelor's degree in English from the University of Wisconsin-Madison.  She lives with her husband, daughter, and three naughty but well-intentioned dogs.

Kathleen Duschene

Kathie has been the Navigator for both Rock and Walworth Counties since November 2014. Prior to her work as a Navigator, Kathie was a social worker, program director and volunteer manager for several organizations working with child development, Alzheimer’s Disease research and developmentally disabled youth and adults. She also tried retirement for 3 years which she quickly discovered was not for her. She graduated with a BS in Psychology, (minor in Social Work) and MS study in General Psychology in Michigan and Minnesota.

Michael Moriarty

Design & Media Specialist

Mike is the graphic design and media specialist with Covering Wisconsin. He works closely with all members of the Covering Wisconsin team to help create and distribute materials to help consumers learn and better understand health insurance. Mike utilizes a variety of specialty software to create these unique and visually interesting materials that can be used across various media. He joined the CWI team in January of 2017 and earned a Bachelor of Science in Graphic Design from the University of Dubuque in 2015.

Jeni Appleby

Milwaukee Enrollment Network Program Manager

Jeni Appleby is the Program Manager for the Milwaukee Enrollment Network (MKEN). MKEN is a consortium of nearly 100 organizations supporting the enrollment, and re-enrollment of eligible individuals in public or private insurance with a focus on low-income, vulnerable populations. It is co-convened by the Milwaukee Health Care Partnership and Covering Wisconsin. Jeni earned a Bachelor of Science in Human Development & Families Studies and Spanish from the University of Wisconsin-Madison. 

Nicholas Duke

Navigator

Nicholas Duke has been a Licensed Navigator since the first open enrollment of the Affordable Care Act. He has experience in program management, Outreach, and training.He is the Covering Wisconsin Southeast Regional lead. Nicholas received his undergraduate degree from Marquette University in Writing Intensive English and Criminology and law studies, and his M.B.A. from Concordia University. 

Quentella Perry

Navigator

Quentella Perry is a Milwaukee Native who is a Licensed Navigator at Covering Wisconsin where she focuses to promote advocacy, outreach & education regarding health insurance to the community and enrolls consumers into Medicaid or federal Marketplace plans. She comes to Covering WI as an Independent Licensed Agent /Broker, who has a strong background in the HealthCare field from both clinical, non-clinical aspects. She has an associate degree from Milwaukee Area Technical College in Medical Administration and is currently pursuing a Bachelor of Science Degree in HealthCare Management. 

Kimberly Turner

Kimberly is an enrolled tribal member of Sokaogon Chippewa Community Mole Lake Band of Lake Superior Chippewa Indian Reservation. Kimberly is a licensed Navigator at Covering Wisconsin where she provides education about health insurance to the community and enrolls consumers into Medicaid or federal Marketplace plans.  Kimberly comes to Covering Wisconsin from The Gerald L. Ignace Indian Health Center where she was a licensed Navigator for the Affordable Care Act since the first open enrollment period. Kimberly has experience in program management, outreach, and specialized training with Native populations.
