How Milwaukee Won the White House Healthy Communities Challenge

“I spoke with Navigator Seth Heithaus at Covering Wisconsin to find out the secrets behind Milwaukee’s success. Seth told me that, 'the success that we’ve seen has really accumulated over the course of three years, not just this year.' He also attributed their widespread enrollment to a longstanding commitment and partnership to execute the initiative. The Milwaukee Enrollment Network (MKEN), which includes Covering Wisconsin, local health systems, FQHCs, insurance companies, community organizations, nonprofits, and additional stakeholders worked hard together to implement a successful outreach strategy that achieved these impressive enrollment numbers…“

Covering Wisconsin (CWI) was awarded a federal Navigator grant of $997,863 under the Affordable Care Act to lead the 2016 Health Insurance Marketplace outreach and enrollment activities in 12 Wisconsin counties, including Dane, Grant, Green, Iowa, Jefferson, Kenosha, Lafayette, Milwaukee, Racine, Rock, Walworth and Waukesha.

 

With support from the U.S. Centers for Medicare and Medicaid Services, Navigators assist consumers and businesses with attaining health insurance through the Affordable Care Act. Navigators conduct public educational workshops and provide one-on-one enrollment assistance to prepare and submit applications. Navigators can also provide referrals for enrollees with questions, complaints, or grievances about their health plan, coverage, or a determination under such health plan or coverage.

 

Navigators are focusing their efforts on the following activities: direct consumer outreach and education, coordination and promotion of enrollment events, individual enrollment and follow-up assistance, and social marketing and public messaging. Collaboration and strong partnerships with state and federal government agencies, local coalitions, community based organizations, consumer groups and other enrollment assistors have influenced the Navigators’ impact in their respective regions.

 

Outside of the Open Enrollment Period, Navigators continue their outreach and remain available to assist with BadgerCare+ and Special Enrollment Period assistance. Organizations interested in health insurance training and other resources should be encouraged to contact Covering Wisconsin for support and referrals to its subcontract agencies. CWI remains committed to reducing the uninsured rate to ensure consumers are connected to coverage, and comprehensive, affordable health care.
